As stated it spells 'restricted'. This is the number that shows on caller ID when I call my office(voip) phone from my cell phone, my cell number is blocked. So it could be a telemarketer or not. It's someone blocking/hiding their number.
737 is NOT a bogus area code. It is the area code for central Texas. I HAVE MAGICJACK, AND THIS CALLER KEEPS CALLING FROM THIS NUMBER: 26669-6687.MOST OF THE TIME, I'M OUT; SO, I DON'T HAVE TO HEAR THE PHONE RINGING. Everyone on here should look into a Google Chrome extension called MaskMe, It's free and it lets you fill out online forms with a masked phone # and then when you inevitably gets these calls you can block them from calling you. I use it all the time and I also use it for masking my email address. There is a premium one you can buy, but it isn't required. It has saved me a ton of headaches.

Left voice mail with sound like a horn.
This caller claimed to be a rep from Intuit/QuickBooks & we needed to renew our Subscription for $1899.99. After asking a few questions things sounded strange. Asked her for our PIN # & she did not give the correct number.
Call came in. Hello, hello. No response. Disconnected. Suspect possibly WELLS Fargo (WF) , but no actual idea. Don't trust one moment.
There are 2 other numbers that are from this same number - 1-800-457-4708 and
