Because during the "de-reg" Reagan era, telcom became the wild, wild, west and anything goes. There are not even any local phone companies investigating things like taps, bugs, etc. on your line; you would have to hire a private technician form one of those James Bond stores to fix the problem. There is not one - that I can see (or else, why does this exist) - at local, state, or federal level that even investigates this [***]. They give you a New York answer: "I da no" if you were to ask about regulations, oversight, investigating, etc. such things as fraud.

My mom received a text on her iPhone tonight that contained a long message of garbled letters and numbers. It was from someone called "hothookups". Very disturbing! She deleted the text.
