Indian accent on other end said "Hello" 4 or 5 times... I could hear him but he couldn't hear me for whatever reason. Figure it's a scammer and they were either farming active numbers or legitimately couldn't hear me.

I called Citibank's other number and confirmed this was their Consumer Support number. It is legitimate. Processed the information they needed to verify my account. I originally thought it was fraud but it is real.

We receive calls at our place of business from these people every day and they claim to be with Spectrum. It sounds like a call center in India; noisy background noise and each person who calls has a strong accent.
