The tone you're hearing upon answering your phone is referred to as phreaking.... A "Phreak" is someone who breaks into the telephone network illegally, typically to make free long-distance phone calls or to tap phone lines. Its telecommunication hacking.

recording in spanish, wish i would have listened to the whole thing to figure out who it is.

Got a call from this number. My Call Block prevented it from ringing my phone and automatically blocked this number. No message was left either. Seems whoever it is has been calling people for a while now. Just block it and go on with you life people. SMH!

Received call, I did not pick up the phone. No message was left either. I do not have a smartphone, so I can't block calls, but I did report the number to the FCC.
