Phone numbers can use spoofing to display different numbers than they are calling from on certain phone networks. Some providers are attempting to block spoofing as it is relatively trivial for them to check that the caller id matches the calling line. Tried answering a call from this number just to hear line noise and no response.
I have received multiple calls from this number only to find that it is not in service when I call back. I work in Call center where we help people get an assessment to get into treatment for substance use. I've tried to call and it just says it isn't in service. Can someone explain how they can call from a phone that isn't in service?

I called Citibank's other number and confirmed this was their Consumer Support number. It is legitimate. Processed the information they needed to verify my account. I originally thought it was fraud but it is real.

We receive calls at our place of business from these people every day and they claim to be with Spectrum. It sounds like a call center in India; noisy background noise and each person who calls has a strong accent.
