Scam Call of some kind. Coming here at least I found out who it was. These people should just give up. I now never answer my phone because of all the telemarketers, robo calls, etc.
Some woman left a message with a partial number to call back. No reason for the call.

I called Citibank's other number and confirmed this was their Consumer Support number. It is legitimate. Processed the information they needed to verify my account. I originally thought it was fraud but it is real.

We receive calls at our place of business from these people every day and they claim to be with Spectrum. It sounds like a call center in India; noisy background noise and each person who calls has a strong accent.
