Sent me an email saying they were PayPal and I had ordered over 400 dollars of product with no description. If I wanted to cancel I had to call +1(646) 357-8753. I checked my PayPal account and there were no pending charges.

Sounds like Scam recording saying they have a petition notice filed under your name so before this matter goes to federal court house or before you get arrested please call immediately on our department number.
Received a voice mail indicating a legal petition was filed under my name...call before eminent arrest.
received a Robo call. the call was 28 seconds long and The message was broken up due to the callers' poor phone signal, but what I could understand said, "this is a legal notice that you have to report to a Federal Court House before you are arrested." it asked that I return their call.
To go call saying that I had to call this number and ask for Dept 6, before the matter is referred to federal court or I am arrested. Did not state who was calling or what it was in reference to.
