This number is an on call service for apartment communities & their after hours emergency maintenance services. If it is a harrassing call, that seems to me like the number was "hijacked" and used for a scam :( How sad that a real company can have their real information used this way.

just got a call from 888-431-7820. Told me I was breach of contract. Very hard to understand the lady. I dont have a contract with anyone that I know of. When I look to see the number call it tells me Claim Services.
