Called and left a message On my phone to call them back about my account said to press option 2,so I called back and option 2 goes to nothing. Not sure if these are scammers or what!!!#?

This company began calling a couple weeks ago looking for my sister-in-law. I am certainly not responsible for her overdue payments. She has even notified the agency that she will call them enxt week. If suing them is in order, I will get it done.
I volunteer for a self-help organization and have been given a mobile phone. I frequently get a lot of phone calls from this number. More than once, I called the company from a landline to ask to be removed their call list, but they company hung up before I gave the cell phone number. I called again, the rep said they already had the telephone number I was calling from. said that they were mistaken, but then I heard a click and disconnect. I tried to call again. The rep said that there was no manager and cut me off.
