This is indeed fraud detection on behalf of STCU. I called STCU's main number and spoke with a rep who confirmed it.
This IS a legitimate call from STCU's 'fraud detection' department. I'd just made a $1,000+ purchase overseas and this call was to verify the purchase. If you call back and push '0' (zero) you should be able to speak to a real person. Also, I'd guess that if someone else had 'hacked' or stolen your account info this would generate this call and you'd want to let them know you did NOT make the purchase. Note: Most credit cards are NOT directly handled by the bank or credit union- it's done thru a credit card company, so this phone number is unlikely to be on their website.
