I received the same popup it wouldn't let me do anything so I called the #. when they picked up It sounded like 20 middle eastern people talking at the same time.
I received this popup also on my computer. I very much doubt Microsoft sends messages like this.
Number was in a ransom ware infection on computer. Claimed to be Microsoft support, but is not.
