We’re having an urgent issue with your Google Business listing and need you to call us at your earliest convenience 877-507-3695 now. We close at 5PM Eastern Standard Time. It is clearly a SCAM using a spoofed local number with what appears to be a toll-free call back number.

I called Citibank's other number and confirmed this was their Consumer Support number. It is legitimate. Processed the information they needed to verify my account. I originally thought it was fraud but it is real.
