Very unlikely that the person you've identified is making the calls. Scammers "spoof" legitimate numbers , which means they show legitimate numbers but are calling from different numbers. I've traced many scammer numbers and found legitimate people and businesses who were upset about their numbers being used by crooks. It's happened to me several times. Once, a scammer used my landline number to call my cell number. The actual scammers (the people you talk to) don't control the numbers they call. It's all done by robo-callers (random-number generaters). Radio Shack used to sell a gizmo that "spoofed" numbers and made it possible to show a fake number on Caller ID.
