You are not required to answer that appliance. Let it ring, forget about it, and go on with your day. If someone wants to reach you that badly, they will leave a message. Then, check your messages at the end of the day. Believe me, you will save yourselves so much grief if you just stop answering your phone.
Scam. Automated person advertising how to lower my credit card bills or something. I don't even have a credit card, so I hung up.
Don't even bother complaining to or writing to the FTC or the FCC. Send an email to your Senator and your Congressman. Google US Senate and US Congress for their email address. When they start getting 10-20 emails about this,a day, they'll take notice.Trust me, I know.Barack.

Sounds like a potential call center scam.
Said they were from Bank of America calling me about a fraud alert on my account. When I told them I do not have an account with B o A - they hung up on me. Ironic!
They said it's a business call from northern light. Not real and clearly spam. Northern light must have its phone numbers data leaked.
Called today and left no message. No caller ID, so I did not pick up the call.
