I got a call from this number at 5:00 am it says it was a texas number and i live in texas no one has this number i called back and it was busy

Got a call from this # just minutes ago.Operator says it's collect from my daughter who is in rehab.Called the hospital where she is and she was still there so I wondered who's calling.On spokeo it says theres over 2000 complaints on this 214 9695489 #!! I tried to call back on my cell becaquse my home # does NOT except collect calls but it's out of service! How are we all getting these bogus calls?
