You are assuming these telemarketers are running a legit outfit. Odds are, they aren't. This is similar to spam email that has a link to unsubscribe from their email. Click on one and you will be inundated with more spam.
That's exactly how many shady groups using multiple VOIP lines work -- if you respond, they know it's a functioning line and will not only continue to call but likely sell the number / list of numbers. Not legit telemarketers, but dodgy scam artists.

Someone using this number called, when I answered there seemed to be there cut I said "hello" twice and no one said a thing. I hung up. If it was a collector they would not only answer but keep you on the line for as long as it took.
