I received one of these calls, but the only medical bill I received is because the hospital billed my two insurance companies incorrectly, and so some of the charges were not covered. Dispite the fact that I gave them very spicifc instructions on how to avoid this situation.They all cry about managed care, but none of them want to actually manage it.

You are INCORRECT...as a former Collection Specialist for a company called FCA I can tell you that if a debt collection agency purchases the debt you owe you ARE now obligated to pay that agency. However, this company violates the Federal "Fair Credit Reporting Act" by refusing to identify the name of the company when asked.
The DO NOT CALL list only applies to companies who do not have legitimate business with you. If you owe a debt, and if this is a debt collection agency, they have the legal right to call in an attempt to collect said debt. They do, however, have federal guidelines they must follow which this company seems to violate.
There are conditions that come up where I assume a call is a scam.1. The caller's number is not valid, or is private - I hang up2. The caller refuses to identify themselves or the agency they work for. If they are doing lagitimate business, then there is no reason for them to hide their identity. - I hang up3. The caller refuses to give me an address for me to send paperwork to them. If they are in error, how am I going to send them legal documents to prevent them from falsely harrassing me? - I hang up4. I am unable to confirm any lagitimacy to the bill they are indicating. For this reason, I only deal with original creditors. Period. - I instruct the caller that I wish to resolve it with the original creditor and I would like them to cease communications.
I had the same problem with a credit card that was paid off in 2003. A debt collector, Portfolio Recovery, started pestering us in April 2009 to pay it off and was very nasty to me whenever they called and come to find out that what they were doing was illegal. You can call them to find out the date that the last payment was paid and if it was over 7 years, then it is over the statue of limitions for collecting on a debt no matter if it is a credit card or medical bills, etc. I had to get legal help on this. For your type of problem with them trying to collect on your medical bill that is 15 yrs old, it is way past the statue of limitations. What you can do is get their address and write them a letter stating to stop calling and if they want to corresponde with you, to do it in writing. Also tell them that they are past the statue of limitation and if they try to collect on it, you will start legal proceedings to stop their harrassment. I work with someone now that used to work for a collection agency and she told me to do what I stated above. They just sent me a letter recently stating that they will not be pursueing collecting on this bill. I also reported them to the FTC.
As a former Verizon employee I can tell you that if your phone is under your Dad's name and he has passed away (sorry to hear of your loss) years ago this amounts to telephone fraud. You need to get your own account before you are found out and possibly even prosecuted/
The number still shows as the Grennay residence but this is obviously incorrect. It is for a collection agency in Defiance, Ohio by the name of CREDIT ADJUSTMENTS, INC. (hence CAI). This company does violate the Federal "Fair Credit Reporting Act" because they REFUSE to reveal the name of the company when you ask them.

Mr. Bill...They do violate the FAIR CREDIT REPORTING ACT however which is an automatic $10,000 fine against the company and the individual collection specialist if they are found guilty of being in violation. I am a former Collection Specialist for a company called FCA and I was researching this # for her since she has NO IDEA who it is (on her Caller ID the ONLY thing that shows is the number). When asked for the name of the company they REFUSE to provide who the information even when she identified herself as the person they asked to speak with...I know this to be a fact because we had them on speaker phone.
