scammer or medical debt collector I presume, since I've been stubbornly not paying a bill where the MDs are proud of altering the underlying medical records, and submitting multiple bills through different collectors for the same service and relying on Virginia's practice of requiring disputants to pay for altered paper copies and submit them as true. At least the number shows on my phone bill and event list. part of the scam is leaving dead air messages.What a Valentines dinner interruption!
Received a call from this number - didn't answer the phone as it costs minutes. I'm on the "Do Not Call" list but apparently it doesn't work.

Multiple robo calls to cell phone. When I was able to speak to a person, they hung up on me when I asked them to stop calling. They have continued to call.
