Another scam call, this time about lowering credit card rates. Initial recording is a woman with aBritish accent. Beware, these people are liars.
Hate to break it to you, but D is correct. Robodialers simply dial every number in an exchange, from 0000 to 9999, so having a non-published number or being on the do-not-call list will not stop these calls. They don't need to "have" your number because they dial every number. All you can do is block them and move on.

I called Frontiers official phone number 1-800-921-8105, the agent I spoke to gave me this scammer number, they pretend to be frontier and offer a rebate and ask you to provide your bank account info to “send” the rebate. I hung up
