if it's got 011 that means it's an international call. meaning that it's most likely from Europe or somewhere else

Got a phone call from this number (Russia??) yesterday at 11:15pm. Left no message. I believe they are simply harvesting numbers to scam via phishing. THIS MORNING I now get a text from "RBC" (18084273882) saying "Someone unauthorized may have access to your account" with the fake RBC website "rbcroyalbank.com.rbclt.com".
