Covington KY shows on caller id.This call has nothing to do with KY.This is an international collect call scam, if you call back, an answering machine msg will say that you were called for a survey etc". You will see it charged on your phone bill like a dollar per a second.Called to inform my phone provider and they waived the fee.
Incoming calls from this number happen quite frequently. Even on weekends and evenings. No message is ever left.

Called me twice within an hour today, on a Saturday. Phone indicated "no caller ID, probably scam" so I didn't answer. No message left.

I called Frontiers official phone number 1-800-921-8105, the agent I spoke to gave me this scammer number, they pretend to be frontier and offer a rebate and ask you to provide your bank account info to “send” the rebate. I hung up
