I'll go with Random generated numbers and the theory to not answer or return the call,but to win in a contest I never entered...It's a scam and definitely If it's in Spanish they are looking to hook someonethat is stupid and greedy that's why they talk in "Spanish".I guess that they think those who understand the language must in turn be equally "stupid and greedy".

Got a call from 920 999 2928 (WI, USA)?? Didn't answer, but because I don't recognize the number, I know it has to be telemarketer.
ME TOO... I RECEIVED THE SAME CALLED... CALLED BACK WITHIN ONE MINUTE AND GOT THE SAME MESS.
By the way, I also registered my phone on the "DO NOT CALL" list, but apparently, these guys calling me didn't get the message...or they changed their number and are trying to contact me again.
Yes they originally would have had to gotten your phone number from either someone selling it to them, a random number generator, or other means. However, I work in Telecom, and can assure you that it is absolutely when you answer the call that it becomes a real issue. Not only is this the point at which most cellular providers will charge you for the call, or at least for the minutes used, in almost all cases it is how the telemarketing software/autodialer determines if your number is a valid, active phone number. Modern telecom software is smart enough to know when a phone has actually been answered or has gone to voicemail, so when you actually answer the call it registers that the number is valid and a live person picked up the phone. That's when it flags the number, or puts it into a database as a valid number to continue to try calling in the future, or to sell to other telemarketers.
