I got a call from this number to. i answered it and there was a sound like a window being smashed, then a womans voice in spanish.
Definitely do not answer a call from 920 999 2928. It is a scam in spanish, it tells you have won money and to press 1. Didn't bother to press 1 as I didn't feel like hearing a b.s. scam pitch.

(NOT affiliated with The Verizon Telephone/Cellular company that we all know) So dont be stupid and lodge a complaint with them, instead p/u your phone and start calling these losers as much as you can. The calls with no one on the other end is a telemarketing technique where a machine makes phone calls and records the time of day when a person answers the phone. This technique is used to determine the best time of day for a 'real' sales person to call back and get someone at home. What you can do after answering, if you notice there is no one there, is to immediately start hitting your # button on the phone, 6 or 7 times as quickly as possible. This confuses the machine that dialed the call, and it kicks your number out of their system. When an actual person does call and your stupid enough to answer just say "hang on a minute" then just leave the phone. The only thing a telemarketer hates more than not closing a deal is someone wasting there time when they could be trying to get someone else. If they are smart they won't call again. But previous posters are correct, just don't answer the phone. These companies know that most people are aware that they are scammers. They are waiting for the naive people to pick and claim their "$1000"

Actually, there are many services that don't know that the number is a valid line until they get someone to answer it. When a call gets answered, it flags the number as a valid number, and that list becomes much more valuable. I've actually answered calls where the person that I end up speaking with does not even know the number that was just dialed because it was forwardede to them by the robocaller.They do a similar thing with email, whereby they flag the addresses of the spams that get a live response.People who buy lists pay more for the ones from companies who verify that there is an actual human on the end that is paying attention.
