I usually receive calls from this number at 2:30 and 2:40 a,m and at 5:30 and 5:45 a.m. just the loud fax beep not voice, would like to find a way to stop it.

This is a sms spam campaign which comes up endlessly when mobile data or WiFi is put on. Even if you respond to cancel, it just keeps coming back trying to enforce a daily paid subscription. Very annoying. From Warren Champion, hope this helps

I was given number who I believe is a spammer telling me it's his son's birthday and I should call him and tell him happy birthday but I'm afraid to dial the number he asked me from different phone.

I got the same call on the 6th from this number too and yes said the same as your and ask you to push a number on your phone to talk to them don't do it.
