I received the same message which I found strange since my area code is Texas and 971 is Oregon. Also, I have no public profiles or meet up type of accounts. Definitely some kind of spam.

This number is a begging for Police and Fireman donations, so they say. They use a different caller id each time. I have told them never to call back again. So much for the federal do not call list.
