Picked up the phone but did not say anything. Finally someone said "this is Wanda from the homeowners alliance. Can I speak to the owner of the home?". I still did not say anything and she said "can I talk to anyone in the home?": I still did not say anything and she finally hung up.

It's what many others have already said. DC number, no one at the other end. I called back and got a recording, "you have reached a number that is no longer in service." Block this one.

SCAM CALL. They pretend to be calling on behalf of various issues/causes/politicians, hoping you will donate. Money goes to these thieves, not the issue.

Call from 202 618 6970 - WA D.C. message to caller....ALL of our numbers are on the DO NOT CALL LIST. Check that list BEFORE you call. If you don't actually have anything to say, why do you bother to call in the first place? We work, eat, sleep, have conversations and sometimes have sleeping children in our homes. We don't mind answering the phone to chat with friends and family and sometimes even people we don't know but to interrupt our day so that you can show the boss that you made a call just to increase your numbers is annoying. I was in the middle of writing copy and do NOT appreciate the break in concentration and flow to pick up the phone, listen to dead air for approximately 30 seconds until you made your time quota then hung up. That is very rude. At least have the decency to say Oops, wrong number or some other excuse. With all of the complaints on this board, a call to the FCC may be in order. I should charge you my working wage, not cheap, for the time it will take me to get back in the "zone" to finish this project and yes, I only get paid for the time I work. I have a deadline.

It seems that this company is hired to lobby people for a variety of issues. Vote for something in their state, oppose a Bill in Congress. You might like some of the things they lobby for. (For example, more clean energy in Nevada). Most people however don't want calls out of the blue asking them to do something. We all choose our own actions. So it's appropriate that this is negatively rated. I called it neutral because I don't think they are after your money or want to defraud you, they just want to give you a message that you might or might not want, and ask you to do something that you probably don't want to do!
