This is NOT spam. This a number used by your financial institution to send you a security code for online access
I'm an IBC bank customer, and I can confirm that this number was used by IBC to give me an auth code that allowed me to log into my online banking account.If this number is used by other banks, or for other purposes, I'm not aware of it.
"Your comment may or may not be truthful." Well, YOUR comment may or may not be ignorant. Nobody is on the line when this call comes in. It is an automated voice that provides a number. Nobody asks you for anything. Paranoia and ignorance do not make good bedfellows.
Not to mention you will only receive a phone call from this number if you requested a security code. Also when you call back the number the operator or automated system announces that it is IBC. Ridiculous.

Claims to be from a roofing team. Somehow knows real name and city. I keep getting texts like this from different numbers, they stop responding when I ask how they have my number.
