called at 6:25 a.m. Googled country code it is Mauritania in western Africa. when I googled scams from this country code it stated that they want people to call back so the caller has to pay expensive per minute charges similar to 900 numbers. who would call back a foreign number that calls in the middle of the night, especially when no one they know is out of the country?!

Someone using this number called, when I answered there seemed to be there cut I said "hello" twice and no one said a thing. I hung up. If it was a collector they would not only answer but keep you on the line for as long as it took.
