I agree - most calls that just list a city underneath the number in my experience are /telemarketers/scams. However, I just had a call from a work colleague that I know (just not in my contacts) and only her city is listed. So what I do unless I'm expecting a call from a person in that city is check if left a voicemail, and if not, google it and usually it's a scam and I block it.
just got a call from same number they wont say anything. I said you called me what do you want then they hung up.
