You can block them using the reject list feature on most smartphones, with certain land lines service provider you can also also add an option to block specific and private numbers this option might be named call privacy or call screening. Just got a call 5 minutes ago from this number from Michigan, USA. When the call is answered it is some woman that says "Congratulations you just won a trip to the Bahamas." I just hung up.
Call received at 9:10 am. To Vancouver, BCCell phoneNo pick up, no message left. A search online shows the call came from Detroit.

Sounds like a potential call center scam.
Said they were from Bank of America calling me about a fraud alert on my account. When I told them I do not have an account with B o A - they hung up on me. Ironic!
They said it's a business call from northern light. Not real and clearly spam. Northern light must have its phone numbers data leaked.
Called today and left no message. No caller ID, so I did not pick up the call.
