What Lk said was " that question are you there that you should never answer because they record your voice saying yes", not to answer the PHONE "Yes". And what Lk was referring to was the rumored scam of callers supposedly recording you saying "yes" then using that recording to open accounts or authorize charges. However, nothing is going to happen simply because you said "Yes". If simply saying "Yes" could open accounts or sign you up for something why would they need to record YOUR "Yes"? All they would need is to record anyone & claim it was you.
Who donates to total strangers on the phone? Would you give your CC number to a complete stranger on the street who claimed they represented some worthy charity. No way! Block this number and go directly to the charity and make your donation, preferably using PayPal so even the legit charity does not get your CC number.
They called me twice in same day. Checked this site some time ago and learned about PUBLIC INTEREST. I turn answer machine off, don't pick up phone. Later, not sooner, they'll get tired of only hearing phone ring and stop wasting their time.
I googled Public Interest Communications and they have a form you can fill out to end calls to your phone (if it works). Seems to be a company who interviews and trains people to make fund-raising calls for organizations who use telemarketers for this purpose.

Someone using this number called, when I answered there seemed to be there cut I said "hello" twice and no one said a thing. I hung up. If it was a collector they would not only answer but keep you on the line for as long as it took.

Yes. The caller claimed to represent Document Delivery Services and threatened to serve me with papers from a fifteen year old debt. A check with my local County Clerk’s Office revealed no evidence of lawsuit filed.
