I just a few calls from this number, always around 1 or 2 in the morning starting from july 10th until now. I have never been at home to take it and a message was never left. I was kind of annoyed as it is an Ontario number and I live in Edmonton....I ggogled it and found this, its kind of odd how many people have received calls like this.
got a call at 11:37 am the 4 of july, i live in province of quebec, receive it on my phone, no sound, really weird!
I also got a call from this number on July 4th a 10.59PM. I live in Quebec too and I was unable to grab my cell phone in time. Didnt try to call back and saw this website, kinda weird.

I got myself two calls comming from the 416-210-3998 but I knew who it was since the person left me a message. I asked that person how come it was displaying that number since I know he lives in Quebec. EASY! He has a calling card from BELL CANADA and their phone switch is located in Toronto. Because it is only the switch, it cannot receive phone call back. However, it is stupid that Bell doesn't put a message stating that this comes from a calling card...
