Number is blocked. This number has called before and I checked the call log and there it was. I used to get many telemarketing/scam calls. My phone is via cable and I use a Panasonic telephone that has a setting to disable the first ring. My computer does not have a voice modem, so I purchased one for $10. The software I use is called Phonetray Free and works great. After the first call, a number is blocked and then no more calls. Each call is in a log that I can double check. The software also allows blocking of entire AREA CODES (like New York area, Miami, California, etc.). Only spoofed numbers can pass but since most spoofers are not too bright, they use the same number therefore no problem. My call volume has dropped by 99%. Phonetray Free has been replaced by Phonetray Pro from Softonic ($30). The old Phonetray free (1.39) is still available on the internet. I have no personal stake in any of this.
Received a call 9/22/2016 at 1:24 pm. A robo call that started off "Did you yourself vote in the last presidential election?" Pause and then some one saying "Hello, hello" at which point I hung up and put the number on call block. Caller ID stated "Informed Election"

He said even though you are on the do not call list, we would like to call you twice a month. I said what about the do not call list do you not understand ??? He not very informed. then he said vote for hill,but before he could finish I hung up. Blocked
Area code is Dallas Texas and I.D. is Informed Electo. Not interested, and now blocking the number :-)
