Since "everyone" is getting these calls, they must be using random dialer machines. Do not answer, then eventually your number "may" be taken off, but if the machine user does not care, they will just let it continue to call every number combination it can generate.
Just got a call from this # as well. I didn't know that was the horn until I read this blog. I hung up after realising it was a telelmarketing call.
Deliberately allowed a missed call from this number today as well identified as from Madras, OR. I'm using an iphone on AT&T, so, given the number of carriers represented in this thread, the number leak probably came from elsewhere or from some random dialer.
Just got a call from this number on my cell. It was that god awful telemarketing message that starts with the cruise ship horn.
I received this annoying cruise ship horn robo-call--offering two free tickets (then I hung up). I heard today on national news (11/01/2011) that Verizon is selling customer information--the websites we visit and personal details on how we use our cell phones. Guess the information is already out there.

The person called to verify employment of someone, but I didn't recognize the person's name. The caller had an accent, and I couldn't understand them. I didn't call back to let them know they had reached a wrong number.

Unsolicited call. Wanted me to complete my "voter profile." I've voted from this address for over 20 years.
It happened to me they got into my computer and got all bank info they took over $4000. from me left me with nothing. Don't trust anyone this was a setup.
