I got a Spanish message too. I thought I heard the phrase "mil dolares" (1,000) dollars but I hung up right after that.
I also got this call... I don't understand Spanish, but I also heard dollars and it was definitely a machine. I think I might call the FCC about this because it sounds like a scam or one of those money transfer award things... Either way, nothing sounds good about this and I'm pretty sure it's illegal.
I just had the spanish speaking message a few minutes ago, I hung up.....we speak english here, for now anyway..
