The fact is that it is still illegal to call cell phone numbers for telemarketing. The Telecommunications Act of 1984 made it illegal to telemarket to cell phones, fax machines, or any other device that the person receiving the call encounters a cost (cell phone minutes, toner for fax machine, paper, etc.). Second, these people calling your cell phone don't give a damn about the do not call list. They are scammers who are mostly looking to steal your personal information (identity theft). You can enter your cell phone number into the do not call registry, but it will not help. It is illegal to telemarket cell phones and adding your cell phone to the list will not stop the calls.As for the poor guy whose name was on the phone number, leave the guy alone. He is not the caller. These scammers use phony phone numbers. The phone switches they use are programmable and can be modified to transmit any number they want to the caller ID. The number is disconnected because the poor guy was probably receiving tons of nasty calls. You can also do what I do. I keep an air horn near my home phone. When these idiots call my home phone or my cell phone, I press 1 to get a live person and then I give them a blast from the air horn. It is fun and they usually do not call back.

If the business (or scammer in this case) has a programable switch, they can enter any number they want.

Just received call from number, returned call to hear operator state that the number has been disconnected

i just got a call from 6034885038 i didnt answer but when i called it back it said that the number had been disconnected!

I heard a recorded message
