There is an app "call block list" you can use

The caller is a collection agency. They are trying to collect a small bill that dates back over ten years. The statute of limitation on unsecured debt is 2 years in my jurisdiction. The debt was paid in full and a clerical error caused the creditor to fail to post the payment. It went all the way to small claims court, where the matter was dismissed when I proved payment had been made. Now, all these years later, some sleazy outfit with no license is trying illegally to collect on a paid debt that has passed the limitation. No one enforces the law regarding debt and collections, the only recourse a consumer has is to hire a lawyer and sue. Check with your local credit reporting agency to make sure it isn't showing on your record, it might very well be. I just blocked the number.

Got a call from this number but no message. Most smartphones have a feature that will send a caller straight to voicemail without the phone ringing. It's called auto reject list. After reading this thread I just added this number to that list.
