This number is a legitimate toll free number used by Service Canada. It is listed on the outside Canada site because it is a toll free number that is shared by processing center agents. Employment insurance processing agents working on your file sometimes will contact you to verify information on your application in order to process your claim. They each have 10 digit phone extensions which you can also dial directly to get a hold of them. The processing centers are open from 7AM - 5PM but can remain open up to 8PM if they are backlogged and working overtime to assist with increased workload due to cases such as the recent Fort McMurray forest fires. If in doubt you can always try to call the call center between 8:30 and 4PM or visit a Service Canada office as the agents there will be able to check the notes on your file but you will most likely have to call the processing agent back at their extension to resolve any issues and further delay the processing of your claim.

We receive calls at our place of business from these people every day and they claim to be with Spectrum. It sounds like a call center in India; noisy background noise and each person who calls has a strong accent.
