This is really the Collection Bureau of America using this number as a disguise so someone might answer

This number rings once then hangs up. Usually that indicates a known scammer call. I have received at least 7 calls in the past month.

I thought the first call was a "butt dial" because the caller left a very brief but garbled message. Same number called back 9 days later (this time without a message) so it was NO butt dial.

Currently Receiving death threats from this number. Filed Police Report to SDPD

Not spam. Warning me of a zero interest promotion that is about to expire so I can pay off loan and avoid the deferred high interest. I view this as a courtesy call...and I am glad that they did.
