I think they "butt dialed" me. Left a voice mail of 3 minutes of them talking in the background. Some foreign accent sounded Indian. Couldn't make out a word...fast speaking...soft...not talking to the phone they called me with.

My number is a government-owned number (CDC).
Called and left no message. I blocked my number and called back. Went straight to a recording that my call was important and wait for the next available agent. But no one ever came on the line.
Spam crap, got same thing.

A number owned by many but is not currently in use. The number is now being spoofed.
This robocall was disguised under Xcel Energy's phone number and said my service would be disconnected. We do not even have an Xcel account, so I don't know what the spam caller was trying to achieve.
