Recording ends by asking you to enter number 3 if you wish to be put on do not call list.

Looked up the number in an online database and it seems this is a scam for a security system installation.

Watch out for this unsolicited, unwanted caller. It smells of scam all the way! And it only rang one time.

They left a voice mail on my cell # saying if I did not call them back they would start legal proceeding. So I called from my work phone and he to me he is from the SSA and don't call from this number again.
