I have a tracphone and also received this call but they did not leave a message. I am in florida.
I got a call from this West Virginia number and when I tried to call back it said all circuits busy. May be a telemarketer or debt collector - not sure though.
Im actually from WV originally, but it doesn't look like that has anything to do with it. The breathed, then a spanish recording.
