Got two calls early in the morning from 315-368-4025..... my area code is 623.... across the country..... I don't know any one in a 315 area code. I am on the no-call list...... when I picked up the phone there was a telephone noise and then nothing..... my phone should be for my use and my business calls. ERRRR

Scammers such as these do not abide by a DNC list or ANY list. They have auto dialers call a series of numbers and when they get a live person that wants information, they got a live one and keep calling you.
You all really have no clue how the do not call list works. Cell phones CAN be placed on it. It only stops unsolicited phone calls being made only to you. If it's an electronic dialer, or your number has been given to the caller, it overrides being on the do not call list.
