Actually this really is Health Care Options, it's affiliated with the government (Obamacare??) or your local Social Service dept. They help people sign up for a health plan via DHS etc. They usually only call if you called them first, they don't telemarket.

this phone number is trying to call me many times a day and asks for my SSN.

I got a call, no response for 30 seconds. I looked it up and found out it was related to the medi-cal I had applied for. I didn't trust entering my SSN, so I used their online form to ask what it was about. Within an hour I got a call from the same number concerning the form, and they got me all straightened out. If you're concerned about giving info, feel free to send in an onlife form like I did and someone should contact you.
