Excellent suggestion!! And I did just that. Took about 7 minutes and I feel much better about the entire incident. File a formal complaint folks, its well worth the effort.
I filed a deceptive or unlawful advertising complaint. Cause they were clearly trying to fish my account info and its illegal for them to call your cell phone with a pre-recorded message.
I had a call from this number on my Verizon phone in North Carolina. I know the area code is a NYC code and tried to call back several times because I have family in NYC. I get only a busy signal or a message that I have reached a full voice-mail box for " *static sounds* ". After review of others messages on this board it should be clear, but do not give them any information or call back. They are likely using an auto dialer, but if you call back it only signifies to them that your phone number is valid.
My husband has gotten a call from this number 5 times. He finally answered it and it was a guy named James saying he could lower our interest rates, but he didn't give a company name. IT IS A SCAM!!! My husband told him he was sick of him calling and he told my husband to suck his #$&!!! Obviously, he doesn't work for a reputable company! We live in Alabama and he called our T-mobile cell phone.

Got my first name wrong. Threatened legal action for unspecified legal case and insisted urgency.
Caller/business not identified, message was on the verge of being threatening, regarding documents being mailed and response being demanded.
