Why do you think posting your request on a website to identify unknown phone numbers will have any results? Do you think your caller watches this site and will know who you are when they see your post and will stop calling you? Just invest in a call blocker.
Called yesterday at 3 p.m. - had a robotic voice saying that the IRS was trying to contact me and if I ignored this message they would take me to court. Challenged me to call this number to meet with an IRS agent.
The Do Not Call list was implemented before internet spoofing was really a big thing, and so it's just incapable of doing anything about these calls. And the List and/or Consumer Affairs departments can't do anything, because most of the scammers are based in foreign countries. And unfortunately, the cost of robo-dialing and all these calls has gotten MUCH cheaper over time, so foreign scammers can still make bank. Best bet is to just NOT answer the call if you don't know the number and/or if you aren't reasonably expecting a call from a number you don't recognize. If it's important, they will leave a message!!
I like to hit accept the call and then just give them the silent treatment... I think it makes them paranoid.
