After finding 213-289-9006 on my caller ID several times, I called back, blocked of course. A recorded message said it was not an allocated number.I will try to block them from calling again....or maybe I'll answer and give them the run around if an actual person is on the other end.
they call every day and when i answer no one is ever there. i stay on the line and eventually get a busy signal.

Someone using this number called, when I answered there seemed to be there cut I said "hello" twice and no one said a thing. I hung up. If it was a collector they would not only answer but keep you on the line for as long as it took.
