I'm getting this too, on my mobile phone. Very aggravating since if I answer there is no one on the other end, if I don't there is no message left. My mobile number is one the Do Not Call list so if its a telemarketer, they are breaking the law.
calls several times per day even after i have told them im NOT interested in get the news paper back. then funny another call comes in with in 4 minutes from another colection call center MMMMMM.. these people should try and find another line of work

phoned me once a day on through the weekend including Victoria Day. I asked to be put on their DNC list. For Canadian callers, to complain about these rogue American telemarketers email Sandy Macleod at vpconsumermarketing@thestar.ca or phone main number at 416-367-2000. A complaint to the Star's ombudsman might help too.
It all depends on how quickly you answer the phone. And whether or not the number being called(your number, for example) uses an aswering system(voice mail). Telemarketing systems are computer controlled and if the number being called has a history of being answered by an answering machine(voice mail), the computer will stop the call after 3 or 4 rings depending on how quickly the answering machine(voice mail) kicks on so as to not waist time and move on to the next call.
Are you sure this is the same person? Be careful. I had a situation where I was being bombarded by junkmail about XXX websites and they all had the same origin. I did some research and found out where they were coming from(or so I thought). I even found the man's name and phone number. Let me now say, I WAS a little(lot) lit, I had a few(too many) drinks. Well, I called the number and threatened the man and his family if he didn't stop with the junkmail. Next thing I know, I'm getting a phone call from the Nova Scotia Police Dept. looking for an explanation. After I apologised and explained myself, the police office explained that someone else had hacked into this man's computer system and was sending out these emails from his email. The moral of the story is: be careful what you say and do. There are channels you can go through to get rid of these annoying people, and sometimes it takes a while to find them, but they are out there. It's better than getting yourself arrested for harrasment or maybe worse.
I live on the east coast but have been working on the west coast this past month and my cell phone area code is for Virginia. I received a call from this number on Saturday June 21st at 12:22pm pacific time. On Tuesday June 24, I noticed calls from this number at 6:23AM PST and again at 1045AM PST....no message were left and I have yet to return their calls.
So is the number 216-589-0214 a newspaper? It comes up Ohio. I got lost with all the talking about who and what is talking on the phone. If they are in Ohio why are they calling all over the country for a newspaper? They called like 9:30 at night I didn't answer saw the caller ID just a dial tone on the answering machine.
This number calls my work cell phone (in Oregon) frequently and just hangs up. I have waited on the line to see if a person or recording comes on to ask them not to call but the call just gets disconnected. It is symptomatic of misconfigured software in a call-center server or a savvy telemarketer/collector ripping off there employer by faking tons of calls. It probably is a voice over IP or very large T3 connection somewhere that uses several outgoing lines then maps this number onto the caller ID so blocking the number probably wont work.
