I received the same, random phone call at 5:30 pm, Central Standard Time, and I, too, could not reach anyone when I called the number back. I live in Houston, TX, just for tracking purposes.
I got the same call in Houston at 5:24pm CST...I looked up area code 247 and could not find one listed.

I live in Houston too (an annexed part), however, I kept the recording on my phone and transfered it to a disk. Strange. it was rec'vd at 12:12 pm, June 24th... although it was what I needed to hear..oddly enough, my husband was in the ICU with a blood clot. I just don't know anymore. It really hit a cord with me... good & bad feelings about this. Not trusting anyone currently... can't make heads or tails of this myself so I AM TAKING IT FOR WHAT IT'S WORTH...........random?
