I just got one on my work cell. It was in Spanish, and seemed to be starting from the middle of an automated menu.
Why aren't there class actions suits against these types of callers who call do not call numbers>

I called Citibank's other number and confirmed this was their Consumer Support number. It is legitimate. Processed the information they needed to verify my account. I originally thought it was fraud but it is real.

We receive calls at our place of business from these people every day and they claim to be with Spectrum. It sounds like a call center in India; noisy background noise and each person who calls has a strong accent.
